Do I actually need triple-glazed windows in Flagstaff?
More often than anywhere else in Arizona, yes, but not everywhere in the house. Flagstaff is in climate zone 5B and Coconino County is in the ENERGY STAR Northern zone, where the window criterion is a U-factor of 0.22 or lower. A good double unit with a warm-edge spacer will reach that.

Why do you recommend high solar gain glass when everyone else sells low-E to block heat?
Because the code and the rating programs both agree with us here. The 2018 IECC lists no solar heat gain requirement at all for climate zone 5, and ENERGY STAR Version 7.0 actually sets a minimum solar heat gain coefficient of 0.17 for the Northern zone rather than a maximum. Sun coming through a south window in January is heat arriving in a house that wants heat. A coating chosen for Phoenix throws that away and gives nothing back.
Will new windows stop the condensation on the inside of my glass?
Usually, but the cause matters. Condensation forms where the interior surface is cold enough to reach the dew point of your room air, and with a winter design temperature of 4 degrees on the books here, a single-glazed or unbroken aluminum window will do that regularly.
A modern unit with a low-conductance edge spacer runs much warmer at the glass edge. If your indoor humidity is high from a humidifier, unvented cooking or a crawlspace, we will tell you that as well, because new glass alone will not fix a moisture source.
Can I get windows replaced in the winter here?

No. A sleeping room needs an emergency escape and rescue opening with a net clear opening of 5.7 square feet, or 5.0 square feet at grade floor, a minimum opening height of 24 inches, a minimum opening width of 20 inches, and a sill no higher than 44 inches above the floor.
Below grade you also need a well sized for the sash to swing, a ladder or steps where the well is deeper than 44 inches, and a cover that releases from inside. In this town the cover matters, because a well full of snow is not an escape route.
